POSITION OBJECTIVE 

Reporting to the Director of Inuvialuit Lands, the Environmental Policy Analyst is responsible for analyzing current and new programs, policies and services, research findings and recommendations that focus on improving the Inuvialuit Land Administration (ILA). The Analyst in the development of plans and programs shall focus on the design of programs and project descriptions for implementation, through a variety of means, including by Inuvialuit Regional Corporation, Inuvialuit communities, institutions, and partnerships with other governments and agencies. Program and project development descriptions may also be used to establish ILA effective date initiatives and current funding opportunities.

The Environmental Policy Analyst is also responsible for evaluating proposed projects from an environmental and conservation perspective, by drafting current and new policies that govern how projects may proceed, inspecting and monitoring land use activities on private and conservation lands, leading current and new initiatives on private and public lands,  Resource Person for the Inuvialuit Land Administration Commission (ILAC), and representing ILA on various groups and committees in the Inuvialuit Settlement Region (ISR).

KEY JOB RESPONSABILITIES :

Program Development:

·        Keep current with ILA initiatives (strategies, policies, business plans, program services, and ILA Rules & Procedures) and review and provide briefings on ILA initiatives and analysis environmental impacts on the ISR and beneficiaries and recommendations to participate or submissions to modify ILA initiatives.

·        Participate in all ILA efforts to consult with Inuvialuit committees, organizations, and communities.

·        Resource Person to the Inuvialuit Land Administration Commission (ILAC).

Program and Service Supports

·        Provide support and assistance to community consultations and other IRC Divisions that deliver programs and services.

·        Identify, review Inuvialuit land management programs and services that meet Inuvialuit interests and needs.

·        Conduct reviews, assessments or evaluations with respect to programs and services and delivery.

·        Provide advice on organizational structures and delivery mechanisms for ILA.

Capacity Building, Training and Education

·        Mentor and train Inuvialuit beneficiaries and Environmental Monitors.

KNOWLEDGE, SKILLS, AND ABILITIES

QUALIFICATIONS

  • Master’s degree in environmental management or any other related field; or
  • 2 years of relevant work experience.
  • Two years of related experience in environmental management, ideally in a cross-cultural or northern setting.
  • Ability to present complex information.
  • Experience with database programs, such as Microsoft Access
  • Knowledge of environmental legislation, regulations, terms, and conditions, especially those specific to the ISR and NWT is an asset.
  • Attention to detail.
  • Ability to track and monitor programs, including the quality of program initiatives, expenditures, policies, and related legislation.
  • Ability to analyze business and government documents, including cost ledgers, budgets and projections.
  • Project evaluation abilities
  • Ability to prepare clear and concise formal reports.
  • Ability to work in a cross-cultural environment.
  • Travel may be required within the ISR and outside the ISR
  • Excellent organizational skills with the ability to coordinate multiple projects simultaneously.
  • Experience in analysis and communicating government programs and services with a focus on non-technical audiences,
  • Highly motivated, analytical, dependable, independent with a strong work ethic,
