PURPOSE OF THE POSITION

The Manager, Childcare Programs, is responsible to ensure that Commission scolaire francophone des Territoires du Nord-Ouest Child Day Care Facilities comply with the requirements and standards established by the Child Day Care Act, the Early Learning and Child Care Standards Regulations and the Early Learning and Child Care Funding Regulations.

This position also provides oversight to the Out of School Care Program and in the provision of safe and stimulating after school care.

SCOPE

The Commission scolaire francophone des Territoires du Nord-Ouest (CSFTNO) is the governing education body for French first-language schools as legislated under the Education Act. The CSFTNO provides schooling for approximately 245 students in two schools. CSFTNO employs approximately 45 administrators, teachers and support staff and has an annual budget of over $5 million. In addition, CSFTNO is the governing education body for Child Day Care facilities providing Early Childhood Care services for children aged 0 to 4 years and Out-of-school Child Care services to 5 to 11-year-old children as legislated under the Child Day Care Act, the Early Learning and Child Care Standards Regulations and the Early Learning and Child Care Funding Regulations.

 

The Manager, Childcare Programs (Manager), will be located at the headquarters of the CSFTNO in Yellowknife and will report to the Superintendent. The Manager has oversight to two reporting positions: Supervisor, Out of School Care Program, and the Supervisor, Early Childhood Program. Indirect reporting positions consist of Early Childhood Educator, and Early Childhood Assistant roles including Relief positions.

This position ensures that a Child Day Care facility operates in compliance with the requirements and standards established by:

  • the Child Day Care Act, the Early Learning and Child Care Standards Regulations and the Early Learning and Child Care Funding Regulations
  • the Hazardous Products Act (Canada), the Controlled Drugs and Substances Act (Canada), the National Building Code of Canada; the National Fire Code of Canada; the firearms provisions of the Criminal Code; the Child and Family Services Act, and the Public Health Act.
  • Ensuring that each staff person is informed of, and understands, his or her duty under the Child and Family Services Act to report to a Child Protection Worker if the staff person has information of a child in need of protection under the
  • Carrying out policies and procedures established by the CSFTNO.
  • Ensuring a safe environment for children and staff.

 

The Manager oversees the service delivery of the Out of School Care Program including financial and operational management as well as ensuring all staff are compliant with the relevant Acts, Regulations and Government of the Northwest Territories (GNWT) and CFSTNO policies, processes and procedures

RESPONSIBILITIES

  1. Coordinate the development and implementation of a daily program that meets the goals and objectives of the CSFTNO and the daily program requirements in the Child Day Care Standards Regulations.
  • Supervise the implementation of the program to ensure it meets the CSFTNO’s goals and the cultural, physical, emotional, intellectual and social needs of the children in the program.
  • Keep parents informed of program changes.
  • Ensure the timely scheduling of equipment repair and maintenance needs.
  • Ensure the cleanliness and safety of child day care facilities.
  1. Supervise and develop childcare staff.
  • Participate in the recruitment and hiring of childcare staff.
  • Ensure that all staff are familiar with emergency procedures and equipment.
  • Supervise, coach and encourage staff.
  • Evaluate staff performance.
  • Initiate corrective action when necessary.
  • Assess training needs.
  • Create and coordinate opportunities for training and development.
  1. Ensure the supervision of the children attending the Child Day Care facility, as required.
  • Coordinate the placement of staff in the child day care facilities to ensure required staff to child ratios.
  • Ensure that an adequate care, supervision and a developmentally appropriate program for children.
  • Ensure a safe environment for children and staff.
  1. Complete administrative tasks of the centres and programs.
  • Ensure the development and maintenance of current, accurate and confidential files for all children attending the facility.
  • Ensure that accurate attendance records for all children attending the facility are kept for a minimum of six (6) years.
  • Ensure the development and maintenance of current, accurate and confidential files for all staff.
  • Ensure required forms are up-to-date and available - e.g. Serious Incident Report, Administration of Medicine, etc.
  • Prepare and monitor the budget of the child day care facilities and programs.
  • Approve purchases within spending limits established by the CSFTNO.
  • Ensure that invoices are prepared accurately and distributed regularly and in a timely fashion.
  • Receive, record and deposit fees from parents and guardians as directed by the Financial Controller.
  • Provide receipts and all records of financial transactions to the Financial Controller.
  • Assist the Financial Controller in the preparation of financial statements.
  • Complete the necessary reports, financial or other, and submit to the Early Childhood Consultant as required.
  • Ensure that all inspections are scheduled, and the reports submitted to the Early Childhood Consultant as required.
  1. Establish policies and procedures in compliance with the Child Day Care Act, the Early Learning and Child Care Standards Regulations and the Early Learning and Child Care Funding Regulations.
  • Develop and define the childcare program goals and objectives.
  • Develop policies and procedures that align with program goals and objectives.
  • Ensure all staff are aware and comply with CSFTNO policies and procedures; Liaise with regional (North/South Slave) Early Childhood Consultants to ensure compliance.
  • Ensure that a parent who enrolls a child in a child day care facility completes and signs an application for enrolment.
  • Keep a current groupings list and manages openings in groups to maximize the spaces and respond to the demand on the waitlist.
  • As required, liaise with all other government employees and resource persons to work towards continuous improvement and growth.
  1. Communicate regularly with parents and encourage their participation.
  • Keep parents informed of the program and program expectations including and with respect to a child’s behaviour and the consequences if a child does not comply with the expectations.
  • Establish regular communication with parents – e.g. newsletter.
  • Identify opportunities for the parents to be involved in the program and encourage them to do so.

  • Knowledge of child development theories and practices.

  • Knowledge of and/or the ability to acquire and apply knowledge of relevant legislation, policies and procedures to ensure that children are always supervised and safe.

  • Knowledge of general administrative / clerical procedures, and file management.
  • Knowledge of, and/or the ability to acquire and apply knowledge of Human resources management relevant to the scope of role.
  • Knowledge of privacy and the ability to maintain strict confidentiality of information.
  • Ability to acquire and apply knowledge of GNWT / CFSTNO policies and processes.
  • Skills relating to the use of desktop software applications and the ability to learn programs relevant to the role including accounting / bookkeeping.

  • Verbal and listening communications skills and the ability to provide clear direction.

Typically, the above qualifications would be attained by:

The completion of a post-secondary program in Early Childhood Education or Child Development and one (1) year of relevant experience such as financial management / bookkeeping, or child care, and one (1) year of supervisory or team lead experience.

Equivalent combinations of education and experience will be considered.

 

ADDITIONAL REQUIREMENTS

The completion of the NWT Essentials training is mandatory within 6 months of hire.
