PURPOSE OF THE POSITION

The Program Development Officer (PDO) is responsible for researching, designing, developing, implementing, and evaluating programs that work towards the strategic goals of the WSCC. A large part of this position involves planning, coordinating and conducting stakeholder engagements to maximize input received and information collected, which guides WSCC programs, services, and policy development.

The Program Development Officer role is a highly collaborative one that involves working with multi-disciplinary teams, and communicating with internal and external stakeholders in a variety of mediums (verbal in person, verbal over the phone, and in writing). Though collaboration, the Program Development Officer conducts needs assessments, creates development and implementation strategies, identifies emerging issues in programming, develops and conducts stakeholder engagements, and ensures that project outcomes are meeting the needs of our stakeholders.

SCOPE

The Workers’ Safety and Compensation Commission (WSCC) is a Crown Corporation of the Governments of the Northwest Territories and Nunavut that is directed by a Governance Council through the President & CEO. WSCC operations are located in Yellowknife and Iqaluit.

The WSCC promotes safe workplaces through education and prevention, and cares for injured workers through a system of no-fault compensation. The system is funded through the collection of assessments from employers and is governed by the Workers’ Compensation Acts of the Northwest Territories and Nunavut.

This position is located in Yellowknife office, reports to the Manager, Program Development and Stakeholder Engagement, and takes the lead in the development and evaluation of external facing WSCC programs and stakeholder engagements assigned to them by the unit manager.

The Program Development Officer is responsible for outreach, providing recommendations, and the design and development of engagements, programs, and evaluation plans, based on the scope provided by the Manager. The Officer must work collaboratively across two territories and in multi-disciplinary teams. Coordination, collaboration, project management, strong team work, and communication are essential parts of this position. The Officer will be responsible for updating the Manager on their project status, requirements, and needs on a regular basis.

RESPONSIBILITIES

  1. Research, design, and develop programs and evaluation plans that meet WSCC mission, vision and values.
  • Identify, and assess program needs to make recommendations for development of new, and improvement of existing programs to ensure effectiveness, relevance, and timeliness of delivery.
  • Collaborate with internal and external stakeholders to identify and define requirements, scope, and objectives.
  • Use existing relevant policies or recommend new policy elements where applicable.
  • Develop and implement program evaluation plans that result in measurable criteria for program successes and where improvement is needed.
  • Develop program development management plan based on fundamental project management concepts: setting clear objectives, timelines, target audiences, delivery methods, and evaluation strategies.
  • Analyze risks and opportunities.
  • Work with program owners to identify and develop program requirements and scope, including target audiences, program aims, etc.
  • Identify emerging trends and current research in workplace issues and use this information to recommend, design and modify programs.
  • Help identify potential partnerships for Program promotion and delivery.
  • Work with the Unit Manager to identify and eliminate road blocks.
  1. Stakeholder Engagement
  • Support the development and successful implementation of stakeholder engagement plans utilizing WSCC’s Stakeholder Engagement Framework.
  • Develop Stakeholder Engagement project materials including topic discussion papers, topic summaries, and survey questions. This includes providing recommendations and best practices to maximize WSCC’s potential reach to relevant stakeholders to ensure a diverse range voices are heard from.
  • Work with Communications to ensure messaging is tailored to specific audiences, for use across multiple channels including the media, events, and on WSCC’s digital platforms.
  • Collaborate with subject matter experts for delivery of surveys, workshops, community working groups, meetings, and focus groups.
  • Facilitate engagement activities.
  • Conduct analysis of engagement responses.
  • Build and maintain communication with key stakeholders. Identify key stakeholders for engagements and conduct outreach.
  • Work with the Cultural Safety Officer to ensure Stakeholder Engagements are designed and conducted in a culturally safe manner. This may include consideration of the type of outreach conducted, identifying key stakeholders, the tone of the messaging, etc.
  • Support the delivery of reports, evaluations, and analysis of engagement plans.
  • Support WSCC units with how to manage stakeholder responses, monitor and analyze feedback from stakeholder engagement to ensure all contact is documented.
  • Ensure accurate records are maintained of stakeholder engagement activities.
  1. Implement, Coordinate, and Evaluate WSCC Programs administered through the Unit.
  • Administer program coordination of WSCC external programs that have no ownership outside the unit.
  • Work with Communications to identify focused communications needs and strategies through WSCC external communication channels for program awareness and successful implementation.
  • Develop reports and presentations on program objectives, outcomes and metrics to be used and communicated to Senior Management, the Governance Council, and affected stakeholders, on WSCC strategic goals & objectives.
  • Develop and recommend internal change management plans to integrate new programs into the organizations operational structure, and help with implementation of those plans.
  1. Program and project coordination.
  • Coordinate program activities, resources, and information.
  • Work with manager to identify units for program support to break projects into doable actions and set timeframes.
  • Reporting on program and project status.
  • Help prepare budgets when applicable.
  • Monitor program activities progress and handle any issues that arise.
  • Communicate project status to Manager and be the point of contact for internal and external stakeholders.
  • Coordinate quality controls to ensure deliverables meet requirements.
  • Measure and report on program performance.
  • Work with Manager to address legal and contractual concerns (e.g. contracts and terms of agreement).
  • Create and maintain comprehensive program documentation, plans, and reports.
  • Conduct quality assurance tests to ensure standards and requirements are met.
  • May represent the WSCC on national initiatives and committees.

  • Ability to foster, promote, and maintain partnerships across NT and NU.
  • Ability to work with minimal supervision.
  • Ability to work with diverse stakeholders within the NT/NU.
  • Understanding of change management.
  • Ability to be adaptable, innovative, and creative in addressing emerging needs and finding solutions.
  • Valid Class 5 driver’s license.
